Update – July, 2015, Philadelphia Housing Authority’s Smoke Free Policy
The Philadelphia Housing Authority has adopted a “Smoke Free Policy” due to participation and input from Residents & Resident Leadership :Citywide”, who collectively raised numerous concerns and opposition (over 1500 letters collected and signed). The compromise – a two (2) prong approach with designated smoking areas and two (2) different implementation measures.
Existing Units: residents with leases at existing units (or who later sign leases for existing units) and;
For residents living in existing units, eviction will never occur due to violations issued under this policy, even if a new Policy is later adopted. After a nine (9) month “Education and Volunteer Compliance Period” those interested in quitting smoking will be directed to resources/partners and smoking cessations classes. A periodic review, every three (3) months will occur to determine if effective and if changes need to be made over a nine (9) month period.
New Units: residents who sign leases on or after August 5, 2015, but only for substantially rehabilitated and new units (not units renovated after a tenant moves out for routine work).
For residents living in new units, a violation process consists of four (4) steps will be implemented. Smoking can result in a notice of lease termination, required attendance in smoking cessation classes and possible eviction.
E-cigarettes are prohibited.
